SPECIAL ADDENDUM FOR LR3 USERS: To take advantage of the new Vignette Tools in LR3, the Develop Right panel requires a slightly different panel setup.  Instead of having all panels revealed, have only Basic and EFFECTS panels revealed as seen in the image to the right:
